Oxbridge Education Group and Oxford University Press Sign MoU to Drive Educational Reform in Vietnam

On the occasion of its 30th anniversary of supporting education in Vietnam, Oxford University Press (OUP) officially signed a Memorandum of Understanding (MoU) with its leading educational partner, Oxbridge Education Group (OEG), on the afternoon of November 27, 2025, in Hanoi. This strategic partnership aims to provide world-class curricula, qualifications, and teacher professional development programs to public schools across Vietnam.

This significant milestone comes at a pivotal moment as Vietnam accelerates its educational reforms and global integration. It follows key policy initiatives such as Decision 2371/QD-TTg, which aims to establish English as a second language; Resolution 71-NQ/TW on the fundamental and comprehensive innovation of education; and Decrees 202/2025/ND-CP and 222/2025/ND-CP, which govern quality assurance for international programs and foreign language instruction. These directives underscore Vietnam’s strong commitment to bilingual education and international academic standards.

Within the framework of this partnership,

  • OEG will serve as the preferred partner of OUP for Lower and Upper Secondary education in public schools.
  • OUP is creating opportunities to bring the Oxford International Programme (OIP) closer to Vietnamese parents and students, featuring the Oxford International Curriculum (OIC) and OxfordAQA qualifications, supported by:
    • Teacher professional development through the OIC and OxfordAQA ‘Train-the-Trainer’ model.
    • Oxford International Standardized Assessment (OISA) to benchmark student progress against global standards.
    • World-renowned resources from Oxford University Press—including the Oxford International Curriculum, OxfordAQA international qualifications, and English Language Teaching (ELT) materials—are available in both print and digital formats to support students throughout their learning journey.

This partnership supports the Vietnam Education Development Strategy to 2030, with a vision to 2045, emphasizing:

  • Global Integration: Expanding international programs and partnerships to meet global standards.
  • English as a Second Language: Strengthening bilingual education and English proficiency across all levels.
  • Quality Assurance: Enhancing internationally recognized programs and introducing advanced curricula.
  • Innovation & Digital Transformation: Preparing students for the Fourth Industrial Revolution through modern teaching methodologies and technology integration.

By integrating the Oxford International Programme into Vietnam’s dual-degree framework, this partnership supports the country’s aspiration to rank among the world’s leading education systems by 2045.

The partnership will commence with a pilot phase from November 2025 to November 2027, targeting selected public schools in Hanoi. This will be followed by a comprehensive rollout, in which OEG will serve as the preferred partner providing the Oxford International Programme for Lower and Upper Secondary levels in public schools. This full-scale implementation aims to reach over 20,000 students within five years, contributing to Vietnam’s ambition of becoming a regional hub for international education.
